PUBLIC DISCLOSURE OF TRANSFERS OF VALUE FROM PHARMACEUTICAL COMPANIES TO HEALTHCARE PROFESSIONALS AND HEALTHCARE ORGANISATIONS

Collaboration between the pharmaceutical industry and the healthcare community is essential for the assurance of quality healthcare and a fundamental condition for the development of innovative medicines and methods of treatment for the benefit of patients. Research, development and introduction of new, innovative medicinal products into clinical practice is simply impossible without collaborating with healthcare professionals, organisations and other stakeholders.The industry and the wider medical community share a common goal - to provide patients with the best possible care and foster development of health care and well-being of society as a whole.

The pharmaceutical industry is one of the most regulated sectors of industry that has also been actively pursuing self-regulation for a number of years. Efforts towards maintaining the highest ethical standards are also a mainstay for the Forum of International Research and Development Pharmaceutical Companies, EIG, (hereinafter: Forum), which has adopted the Disclosure Code and thus bound its members to public disclosure of transfers of value to healthcare professionals and organisations. The Disclosure Code was adopted because we wish to maintain a fully transparent relationship between the pharmaceutical industry and healthcare professionals and organisations. It is an important step towards understanding our collaboration.

 

About the Disclosure Code

The Disclosure Code binds all members of the European Federation of Pharmaceutical Industries and Associations (EFPIA), international pharmaceutical companies and national associations of innovative pharmaceutical industry from 33 countries, to by the 30th June the latest publicly disclose all transfers of value to healthcare professionals and organisations. In accordance with EFPIA regulations, data is published annually by the end of June for the past calendar year. The first such disclosure will include transfers of value to healthcare professionals and organisations in the 2015 calendar year.

The implementation of fundamental transparency regulations, adopted by EFPIA in June of 2013 and common to all members, is assured in Slovenia by the Forum. As a representative of innovative pharmaceutical industry in Slovenia with 20 members, the Forum has adjusted regulations to the Slovenian legislation. The Forum adopted its Disclosure Code at the general assembly in November 2013 and the Code entered into force on the 1st of January 2014. It is binding on all Forum member companies and pharmaceutical companies owned by members of EFPIA.

 

About public disclosure of transfers of value

Public disclosure of transfers of value includes data on the value of all assets received by individual healthcare professionals and organisations that collaborate with individual Forum members or the Forum itself, either directly or through third parties such as event organisation agencies. Disclosure also includes information on the type of activity or support - for education, coverage of expenses related to education or events, services and consultancy and research and development. Each Forum member publishes these transfers in Slovenian at its local, regional or international web page.

The first publication in this form at a European level will be completed by 30 June 2016. The disclosure contains data on transfers of value in the past calendar year and will enable the viewing of transfers from 1 January to 31 December 2015 on the web pages of individual members. Data will continue to be published periodically each year by the end of June.

 

Individual and group disclosures

All transfers to healthcare organisations, which under the Disclosure Code include public healthcare institutions, physician associations and societies, chambers and private companies (d.o.o. and s.p.), are published individually, with the full name of the recipient. 

Transfers of value to individual healthcare professionals who are natural persons are, pursuant to the Personal Data Protection Act, only possible on the basis of advance written consent of the healthcare professional. If such consent is withheld, transfers are published in a group or aggregate form, with the number of recipients and total amount listed separately for each category of such recipients.

Data on payments in the field of research and development cannot be published otherwise than in a group or aggregated form due to legislative protection of competition and innovations being developed by separate companies.

 

DATA ON TRANSFERS OF VALUE TO HEALTHCARE PROFESSIONALS AND HEALTHCARE ORGANISATIONS FROM THE FORUM OF INTERNATIONAL RESEARCH AND DEVELOPMENT PHARMACEUTICAL COMPANIES, EIG, FOR 2015

In the 2015 calendar year, the Forum of International Research and Development Pharmaceutical Companies, EIG collaborated with 21 different individuals and organisations. For the services rendered in the field of consultancy (category of Fees for Service and Consultancy), the forum paid fees to 13 healthcare professionals via contracts for copyrighted work, sponsored the organisation of technical meetings and symposia to 3 healthcare organisations and covered the costs of lectures or technical event organisation for 5 organisations.

The total value of transfers of value from the Forum to individual healthcare professionals in 2015 was EUR 11,839.03 and the value of transfers to healthcare organisations amounted to EUR 23,200.00. All transfers were disclosed with the full name of the recipient.

 

Methodology

Publicly disclosed data includes transfers of value actually executed in the financial system of the Forum in the 2015 calendar year, from 1 January 2015 to 31 December 2015.

Transfers to individual healthcare workers are listed as gross values of the relevant contracts.

Transfers to healthcare organisations are listed as net amounts of the relevant contracts without VAT.

Transfers of value pertaining to travel expenses, accommodation and registration fees are published in the calendar year in which activities actually took place.

The Disclosure Code defines healthcare organisations (HCO) as:                                                                                          

All single entrepreneurs and any legal person (i) that is a healthcare, medical or scientific association or organisation (irrespective of the legal or organisational form) such as a hospital, clinic, foundation, university or other teaching institution or learned society (except for patient organisations within the scope of the EFPIA PO Code) or (ii) through which one or more HCPs provide services.                                                                                      

                                                                                                             

The Disclosure Code defines healthcare professionals (HCP) as:                                                                                           

Any natural person that is a member of the medical, dental, pharmacy or nursing professions or any other person who, in the course of his or her professional activities, may prescribe, purchase, supply, recommend or administer a medicinal product and whose primary practice, principal professional address or place of incorporation is in the Republic of Slovenia.                                                                                     

For the avoidance of doubt, the definition of HCP includes: (i) any official or employee of a government agency or other organisation (whether in the public or private sector) that may prescribe, purchase, supply or administer medicinal products and (ii) any person employed in the Republic of Slovenia whose primary occupation is that of a practising HCP, but excludes (x) all other persons employed in the Republic of Slovenia and (y) a wholesaler or distributor of medicinal products.
